Today we acknowledge your request expressed during the last meeting held in the basements of the Lion Café on Alcala Street in Madrid (Spain), and we wish to satisfy it in a way that we could call, using terrestrial terms or verbal expressions: UNOFFICIAL. In another separate document, we will also respond to another question so that you can freely disclose its content.
First of all, we want to express our sorrow and sadness because we are forced to engage in a maze of explanations that lack transcendence, while a series of other more interesting values should polarize the attention of Earthlings. You must understand that when we make decisions, we do so driven by very serious reasons, free from any element of vengeance or simple childish motivation. You have well understood that our only rule is Formal Logic that we call AADOAUGOO, not because we underestimate the possibility of the existence of other logical languages, but because this one is the only one that has allowed us coherent development and an objective approach to Scientific Truth as far as time and our Planetary framework has made it possible.
Our attitude towards you should therefore not be seen as a sanction of your conduct but as our simple defense in the face of your motivations and forms of conduct towards us. We believe that you will share with us the veracity of these facts: We have beseeched you several times not to mix in your discussions or meetings, allusions to previous experiences concerning other alleged or real extraterrestrial beings. You have several times accepted our request and behaved with us in a chivalrous manner, opening the doors to your meeting and polarizing the assembly on our History, our Philosophy, our Science, and our Technology communicated by us in the form of documents. However, on other occasions, you have violated this tacit agreement to the point where you publicly expressed multiple times (on Tuesday, the day of your meeting) that future meetings would be dedicated exclusively to the theme of our Experience, without fully respecting all successive dates. Many times we warned you that the situation was embarrassing for us and that we seriously considered cutting off all communication, and your reaction was to moderate your hurtful activity towards us, only to then return to the previous behavior.
In reality, you have never signed a written agreement; you never stated that you would fulfill all our requirements. To us, you have not committed any serious fault against us, as we have always wanted you to feel free to make any decision regarding us. However, you have verbally formulated this silence agreement which you later did not respect towards your own brothers. We have even heard complaints about your verbosity. We kindly warn you that indeed your lack of responsibility may diminish your prestige among your friends and relatives. Therefore, we repeat that for us, you have committed no fault because by exercising your free will, your behavior could only violate the respect towards friends or the requests of beings who are not born on this Planet. But we also recognize the motives behind this behavior, hidden in the most obscure areas of your psyche. In our opinion, there was no perverse intention, but only a fervent desire to feel free from any formal commitment towards beings outside your SELF.
We have also been consistent in our behavior. By verifying several times that your assertions about concealing references to Saliano or other experiences (of which the allusions during the meeting went against our objectives) quickly became unfounded claims, we adopted the decision of a conditional break. Your verbal incontinence therefore compels us to doubt your oral promises. Not because we think you are incapable of overcoming this flaw, nor because we believe that you are capable of consciously violating your word. On the contrary, we have a well-defined psychological portrait of you that is very favorable regarding your honesty and independence of criteria. This is not flattery as we adopt the criterion of truly informing and judging with integrity. We know, for example, that you suffer from transient states of amnesia that pose problems for certain forms of conduct.
You have reiterated for the umpteenth time during the last meeting the proposal not to mix foreign elements during your meetings. What guarantee do we have that this proposal will materialize into reality if previous proposals have been quickly forgotten? We therefore hope that this time this proposal will be respected. If this is the case for four weeks, we will see no objections to continuing to provide you with our documents. However, we will require that the recipients of our messages provide you with photocopies of them. Furthermore, our respect and deference towards you prohibit us from refusing to answer your three questions. And this as far as we can respond; they are:
Your request to continue receiving documents will be satisfied based on the respect regarding our request. You also ask us which experience we refer to when we say it could be true. Throughout these last months, you could observe that on this point we have adopted an attitude that you might describe as 'sibylline.' We do not like positions of esotericism. When our paragraphs or our phone conversations show marked reluctance, reservations, or an evasive attitude, there are behind these mental restrictions two types of motives: 1 - Precautions for defense reasons, or to avoid greater harm to our earthly brothers if we reveal the truth. 2 - A mental reservation faced with the temptation to disclose or simply to formulate an unproven statement that is still under revision or study. Relevant statements. Earthlings are generally very inclined to adopt as truths concepts that are still in the embryonic stage of resolution. We fear (and with very good reason) that you may misinterpret the following explanations. All share the fact that we cannot guarantee their authenticity until they have been definitively verified. Even if you want us to be more explicit, for now we will limit ourselves to giving you a summary of our investigations. Keep in mind that in reality we have devoted neither too much time nor excessive interest to this matter. We want THIS SUMMARY TO REMAIN SECRET IN THIS REPORT UNTIL ITS FINAL DRAFT HAS BEEN VERIFIED BY OUR STUDY. We affectionately beg you not to discuss it with your brothers (friends and acquaintances).
When we established contact with you, we had only one motive: The discovery that in your allusions concerning this mysterious being you call Saliano, you referenced words spoken by him, but a quick analysis showed the existence of a coded message known to all those who have reached a technological level capable of allowing us to travel beyond the limits imposed by the phenomena and physical laws of a three-dimensional space framework. This surprised and shocked us greatly. You were a completely unknown person in the fields of Science and Earthly thought, a humble writer, although brave and independent, in a country considered internationally as one of the most backward in Europe and governed by a dictatorial regime linked to Nazi and Fascist totalitarian experiments—that is, suffering pressures that prohibit any technological, scientific, and ideological development, because all the country’s great intellectuals were either in exile or had died at the hands of the Oligarchs, like Garcia Lorca. We were well aware of this internal situation of the beautiful country Spain. Therefore, our first contacts left it aside, and even if you are not fully aware of this, the intellectual and scientific level of this Nation was far behind others less populated and with fewer resources but with more balanced socio-political structures. That a Spaniard could have contacts of this nature seemed surprising to us because we thought that other probable visitors of Earth, when establishing relations with its inhabitants, could do so (like us) only with personalities from Nations more advanced in the Social and Scientific fields. It is not that such contacts are unthinkable, but their probability reaches a very low threshold.
Could there then be another explanation? Several hypotheses can be developed. Such words spoken or written by "SALIANO" regarding the latent content of the message were actually not sufficiently revealing. The message, although long, could have been the product of chance. However, this hypothesis has always been hard to accept because probability calculations indicate a very low possibility for it. One might also think that you could have known such a message and it was then only wrapped in a linguistic disguise decipherable only by a cryptography specialist who could only be an extraterrestrial. All this led us to you. We subjected you to a series of tests, listened to conversations, and monitored your movements. We were quickly convinced that the second hypothesis was to be discarded. Only the first and eight other less important ones remained, which we eliminated. But an important factor totally obscured the identity of the mysterious beings you personalized under the name SALIANO. We can therefore reject in this case the hypothesis of a mere prankster. Not necessarily because of the experiments you witnessed, since these are not accessible to us and could be either your invention, the product of a psychopathological syndrome, hallucinations, paramnesic effects, or a simple prank organized by your acquaintances with the help of prestidigitation or illusionist means. We reiterate that the account of such surprising phenomena, whether metapsychic, parapsychological, or transcendental, was met by us with very cautious reserve and great mistrust. Because we had no evidence of these phenomena and the way you narrated them in your accounts was not enough for us to accept their reality. However, the message was trapped within sequences of words in Spanish that seemed trivial, or that could represent, outside of this message, another symbolism that did not interest us. But we repeat, what surprised us in your experience was precisely the list of facts and assertions that accompanied it. The information concerning other planets was unacceptable. A comparative study leads us to affirm that such stars DO NOT EXIST IN OUR COSMOS, nor even a similar structure. On the other hand, the number of aberrations and contradictory assertions is so evident that we were surprised by the fact that you, who possess intelligence superior to normal terrestrial levels, could have given any credence to these ideas.
We stated that we do not wish to elaborate extensively on the turn our own research took on two totally irreconcilable facts. The REAL coded message and the range of apparent absurdities where the manifest content was rejectable but its possible latent or symbolic content needed to be carefully assessed. Our current conclusions can be summarized as follows (after analyzing various pieces of evidence, some of which you are unaware of): In the year 1946, beings from OOYAA (PLANET) arrived on Earth, which we coded in the terrestrial year 1966 under the name OOYAAUYIEE WEE, located in the physical three-dimensional framework accessible by direct means at 96,885 light-years from Earth and at 107,4443 light-years (terrestrial unit) from our UMMO. We have never received messages from this planet, neither via electromagnetic vibrations nor gravitational means. The objective of these very small individuals residing on this Planet (between 13 and 9 OEMII) is to conduct exclusively psychic and parapsychic experiments on terrestrial OEMII without wishing to access other areas of terrestrial cultural complexity. Their technological level is lower than ours and much higher than yours. But in the field of psychology, they are far more advanced than we are, and they place great importance on artistic manifestations accessible through acoustic means (music and speech) and through taste. They possess a very particular philosophy, Monotheistic like ours, but they also have a moral framework that is not universal, which is only valid for the OEMII living on their Planet. They consider it ethical and permissible to conduct all types of experiments on beings foreign to their star. This morality makes them very dangerous for you and for other visited planets, and their current objective is to create in terrestrial OEMII an UIIORAA EUUNNA (an abnormal psychic framework different from usual customs) to observe the reactions of subjects subjected to such an experience and thus gain knowledge of their psyche. Such a technique is known to us but at a very rudimentary level.
Thanks to you, Mr. Fernando Sesma Manzano, we were able to establish contact with one of these beings living at the time of our two interviews (December 1966) in MADRID SPAIN.
