April 29, 2018 It is impossible to refute the truth of their statements without a more careful critique. Indeed: Faced with these serious doubts, there is the fabulous reality of their strange devices which reveal the possession of some techniques currently unknown in official scientific circles, the exceptional intelligence of these men combined with their incredible erudition, and the puzzling behavior of some individuals who are in the process of bringing me a series of knowledge in the field of Neurophysiology unknown to the specialists who are today at the forefront of this exciting sector of knowledge. What conclusion can we draw from their behavior in view of the facts? I have logically considered a series of hypotheses which I have had to progressively reject before my own conscience of their inconsistency. You will understand that it would appear childish to attribute to them the character of pranksters, or of simple lunatics with paranoid-type delusions. Nor does the slightest criticism hold that would categorize them as members of some secret organization or sect, and one has never been able to infer from their conduct that they belong to a determined body of a foreign Power operating secretly in other nations. We must therefore exercise great caution before accepting any hypothesis until, after more time, their reactions can offer us more solid arguments with which to challenge their identity. On the other hand, I harbor serious doubts about the information from our Government regarding their activities, as our young friend thinks. News of such transcendence eventually filters through administrative-technical departments and quickly transcends. I have taken it upon myself to conduct some investigations in this regard, and I have not obtained the slightest data that could corroborate this possibility. In view of all these facts, and since I suppose that you, like me, may be interested in resolving this authentic enigma, I consider that we could arrange at my home or another appropriate place a confidential meeting. In it: prior exchange of information and judgments, since it is very logical to hope that among us we bring data unknown to the rest of the group, and we would judge the opportunity to send a detailed report to the State Administration including all the data and testimonial evidence we have in hand. Needless to say, sending the report would be conditioned on obtaining the "quorum" of attendees, that we will need to ensure that these supposed men of "Umo" do not previously send us a formal prohibition on sending this report, and I consider it necessary to invite to the meeting writers, journalists, etc., of whom we have information that they have had contacts with them. I consider it obvious to warn you that the public opinion should not have access to this information, and on this point I agree with the judgment of my respected North American colleague. The people, as you know, would adopt an attitude of stupid skepticism, or would engage in excited manifestations of credulity, collective hysteria, and even a superstitious evaluation of the facts. I therefore hope to address you in the immediate future without the need for this cautious reserve and anonymity, as soon as our Young Expert can provide me with the names of all of us. A gesture that seems to depend on prior authorization which he awaits to be granted by them. I want to conclude this long memorandum by greeting you affectionately. I really regret not knowing you in order to be able to have an extensive dialogue with you. This letter will be handed to the young man cited several times so that he may deliver it into your hands.
